As competition among countries surrounding AI technology intensifies, calls are growing for Korea as well to establish AI sovereignty. From the perspective of AI governance, establishing AI sovereignty means building a governance system so that AI technology aligns with a country’s sociocultural values. However, in order to participate in the global economy, maintaining interoperability between regional governance systems and extraterritorial governance regimes will also be an indispensable policy goal. Likewise, Korea needs to design an AI governance system and formulate strategies that can harmoniously achieve these two goals.
The Seoul National University Artificial Intelligence Policy Initiative (SAPI), together with the Korean Association for Artificial Intelligence and Law and the Seoul National University Center for Artificial Intelligence Trustworthiness, has organized an international symposium to in-depth discuss "AI Sovereignty and Global Consistency," which will determine the future of Korea's AI governance. This symposium, to be held on Wednesday, 11.27, will be an opportunity to hear from experts in Israel, Japan, and Singapore, which, in addition to the EU, are pursuing yet another Brussels effect and can serve as useful references for Korea in geopolitical, technological, and economic terms, about each country's AI governance strategy and ways to secure AI sovereignty.
For this purpose, we have specially invited Dr. Gabriele Mazzini, who was responsible for designing the EU AI Act at the European Commission; Dr. Tehilla Shwartz Altshuler, who is advocating the "Tel Aviv effect" and devising Israel's AI governance strategy; Larissa Lim, Head of the AI Governance division at Singapore's IMDA; and Professor Masako Wakui of Kyoto University, an expert on AI competition and governance in Japan. In the final session, there will be a discussion panel of domestic and international experts with Dr. Myeong-ju Kim, Director of the Korea AI Safety Institute, participating.
